Clayton City Council — May 12: New outdoor-dining rules and two Concordia approvals
The council tightened its outdoor-dining rules with a 2028 furniture deadline, approved two Concordia Seminary items and a new Wydown cafe, and heard a public comment on the city's Flock cameras.
What happened
The Clayton City Council met on Tuesday, May 12, with all seven members present. The council overhauled its outdoor-dining permit rules, granted two approvals tied to the Concordia Seminary campus, approved a conditional use permit for a new Wydown Boulevard cafe, and cleared its consent agenda before adjourning at 8:39 p.m.. One resident spoke during the open forum, urging the city to drop its automated-camera contract.
What the council decided
The council amended Chapter 405 of the city code to revise its outdoor-dining permit program. The Plan Commission had unanimously recommended the text amendment on April 20. An amendment to name high-density polyethylene resin and phase the rule in passed 6-Ayes to 1-Nay, with Mayor Bridget McAndrew the lone no vote. The council then adopted Bill No. 7154 on a 7-0 roll call, making it Ordinance No. 7013.
On the Concordia Seminary conditional use permit, Meyland-Smith moved to amend so that outdoor athletic field lights would shut off earlier:

That amendment carried 7-0, and the council then approved Resolution No. 2026-11, granting the conditional use permit, on a 7-0 vote. In a separate item, the council gave Bill No. 7155 a first reading and unanimous consent on 7-0 voice votes, then adopted it on a 7-0 roll call as Ordinance No. 7014. On the 1977 parking deed-restriction release tied to the seminary, Gipson explained that Concordia's 2019 renovation of 6701 San Bonita Avenue added adjacent parking, rendering the dedicated parking at 801 Seminary Place unnecessary, with Director of Planning Anna Krane present to answer questions.
The council approved a conditional use permit for Gigi's Cafe at 7645 Wydown Boulevard. Council Member Buse moved to amend the permit so that permitted hours run Monday through Saturday from no earlier than 7:00 a.m. until no later than 12:00 a.m., which passed 7-0.

On the Concordia Seminary conditional use permit, City Manager Gipson said the single permit would replace the existing CUPs for that area and facilitate future construction while maintaining buffers for surrounding property. Cole Hoffarth, an architect with Lawrence Group representing the seminary, told the council the lighting timing they had been instructed on was 11 p.m., consistent with other institutional uses. Council Member Betsy Meyland-Smith said she hoped the neighborhood's existing relationship with Concordia would stay the same as the campus is developed, and Council Member Jeffery Yorg pressed on whether setbacks and tree lines would remain as they are today or could change at site plan review.
On the Gigi's Cafe application, the tenant space was most recently occupied by Starbucks. The minutes record the application as submitted by Tom McGraw on behalf of Box Hill Group-Hanley LLC, with owner Matt Maguire addressing the council. Staff said the Plan Commission had voted unanimously on April 20 to recommend approval, for a roughly 2,200-square-foot space with about 45 interior and 12 exterior seats.
